Pennsylvania contractors that perform at least $5000 of work in the state are required to register with the Attorney General’s office.  The Home Improvement Consumer Protection Act was made effective for July 1, 2009 and involves several requirements. 

Applications for registration can be completed online or mailed to:

Bureau of Consumer protection

The application needs to include the following information:

  • Contact Information and Prior Businesses
  • Info on Managers, Partners and Co-Owners
  • Description of the Business
  • Background Info Including Bankruptcies and Criminal History
  • Signed and Dated Application

In addition to registration, the state requires all contractors to have insurance.  Here is a list of the insurance requirements:

  • Worker’s Comp and Employer’s Liability
  • Comprehensive General Liability

When getting quotes for insurance be sure to research the company that you are getting the quotes from.  Have you heard of the company before?  Do they have a solid rating financially?  Saving a few dollars with a company that has a poor history with claims is not going to be worth it in the long run.  Instead, ask if there is a lower price available by raising the deductible.  In addition to the required coverage by the state, contractors should consider life and disability insurance.

The only contractors that are exempt from this new act are contractors performing less than $5000 of residential work in Pennsylvania in a calendar year.
